Specifically, a NetImmerse file made with the program of the same name. I don't think it's available to the public, although if you purchase an expensive license and own a software developing business I'm sure you ca find a way to own a copy.

a nif file is a 3D model format (like a sword or something) that morrowind uses. There is an expensive 3D moddeling program called 3DS max that you can use to create your own 3D moddels and export these to morrowind. That's the way to create your own nif files...

I should have been more clear..NetImmerse is the engine in which nif files function. I don't think you MAKE nifs with NetImmerse, it's just the format the the engine uses to display models.
bethesda had some dealings with the creators of the NetImmerse engine and Discreet/Kinetix a few years back and created the plugins that allow 3dsmax to convert into nifs. But hey, I wasn't there so I dont know.
